Customizing "Start Editing Selected Layer" tool

For the component "Start Editing Selected Layer" the following element is customizable:

• Set Selected Layer as the Only Selectable
  - specifies if selected layers should be set as the only selectable after editing is started.

Changes are applied upon closing the Options dialog.
